Expose and Defeat the New Policies of the Ruling Classes By Rallying the Masses in Political and Military fronts

 

The central and some state governments holding the focus on the growing strength and the unity process of our two parties, the CPI (ML) [People’s War] and the MCCI are carrying on a well-calculated propaganda blitz. The attempt on the life of Chandra Babu Naidu, land-mine blast in Andhra Pradesh, the ideological and political unity of thought to uphold Marxism-Leninism-Maoism, between the aforesaid organisations and the CPN (Maoist), the rising movements of the peasantry and Adivasi People and other exploited masses in several states, etc. are being projected as ominous signs and a threat to the security of this vast sub-continent. The Deputy Prime Minister Mr. Advani while inaugurating the 38th Conference of the DGPs and IGPs organised by the Intelligence Bureau called for the sustained efforts to snap links between those organisations in India and the Maoists in Nepal. Also he announced that intelligence agencies were engaged to trace the relation between left extremists and ISI. Butcher Advani’s attitude is to misguide the masses in the name of links with ISI.

The P.M. Mr. Vajpayee at a recently held Combined Commanders’ meet had articulated a similar concern. The Centre has also decided to raise a new CRPF wing to counter Naxalite insurgency. The CPI (M) C.M. in West Bengal, Mr. Buddhadev Bhattacharyee has also been pro-active to denigrate the above organisations and has vowed to wipe out Naxalism in concordance with the BJP stalwarts. The C.M of AP declared that they would continue the repression and combine it with political offensive. However, they all have never forgotten to repeat the need for dragging those revolutionary organisations to the parliamentary politics in India.

We watch with all disgust and curiosity that the CPI (ML) [PW] and MCCI have been singled out to inflict terror on the revolutionaries dedicated to ushering in a new society in India. For several years now a well-planned killing machinery has been set up across the country to physically eliminate the revolutionaries and the revolutionary masses lending support and participating actively, in the revolutionary struggles. Throwing behind bars revolutionaries and their supporters in their hundreds has been the order of the day. Mr. Chandrababu Naidu alone presided over the extermination of 1420 revolutionary heroes of the people in the past 8 years. Yet the spectre of Naxalism has been haunting the Advanis, Chandrababus and such power hungry murderers in India. Their frustration is all too evident in their articulation and revamping the state machinery to curb the pace of progress of the CPI (ML) [PW] and MCCI- related organisations in one after another state and also the subcontinental revolution. With the Workers thrown out of their jobs, peasants exploited by the semi-feudal system, women perpetually left for exploitation in different ways, with the students and youth forced to look vacantly at the job market, aspirations of nationalities throttled by the state, India awaits a massive revolutionary upsurge in the near future. Globalisation, imperialist exploitation, plunder and loot further hasten this process towards a metamorphosis of this exploitative system to ring in a society free from imperialist plunder, exploitation of the comprador bourgeoisie and their agents and the deadweight of feudalism.

The elections in 4 states are round the corner. The BJP Government now resorts to the twin policy of at once raising the question of Naxalite menace for revamping the cruel police and military departments and fanning the communal flare-ups in the country ahead of the elections. On predictable lines the armed forces of the state have renewed their attacks on the revolutionary forces throughout the country and the communal butchers have already set into motion ghastly acts by unleashing violence on the minorities in Aligarh and Ahmadabad in the first week of November. Narendra Modi, the mastermind in diabolically murdering hundreds of people of the minority community in Gujarat, stands out as the model of BJP polities of militant Hindutva. Killing the Marxist revolutionaries, butchering the minorities and wining the blessings of the Bush administration have become the hallmarks of the present BJP Government in India. Chandrababu Naidu the CM of AP and his Telugu Desham Party are eagerly trying to hold State Assembly elections before the schedule and to win the elections by showing the increased threat of the CPI (ML) [People’s War], particularly the attack on Naidu’s life. The CM of Bengal too needed a diversion of the media exposure of his failures by cleverly focusing on the issue of Naxalism. Some other state governments, and the Centre are pushing a new agenda that the unity between the PW and the MCCI will pose a serious internal security problem; hence the gear - up of the police force is the immediate need.

Actually the internal contradictions of the ruling classes have ever deepened further and the people’s struggles are increasing. On the other hand economic, political, social and cultural crises are getting intensified. Already the Centre is monitoring directly through its ‘Joint Operational Command’ (JOC), for the deployment of forces and coordination including the intelligence briefings to curb the revolutionary movement in various guerrilla zones in the vast strategical areas, where people are trying to establish their own new political power. Some petty bourgeoisie and revisionist parties are accusing us that our resistance to the state repression is giving scope to the government to strengthen its draconian laws. These co travellers of the ruling classes are forgetting the character of the State.

It is sheer hoodwinking the people to project the Marxist revolutionaries of the CPI (ML) [People’s War] and the MCCI as worshippers of violence. It is the State, the system of exploitation, acting on behind-the-curtains diktat of the US imperialism that has been unremittingly letting loose violence on the people fighting for their genuine demands. We, the CPI (ML) [People’s War] and the MCCI, have been compelled to arm the masses, to fight against the massive, all-round violence of the State. What is new in the vocabulary of the barbarian BJP and such other governments is the tall talk of so-called development measures along with the use of force to curb Naxalism. It goes without saying that such distorted development measures shall only strengthen the state administration instead of doing good to the people.
