A DECLARATION TO STOP MUTUAL CLASHES AND

TO FIGHT UNITEDLY AGAINST THE ENEMY

A joint call from the CPI (M L) People’s War and the MCC

 

Dear People and Comrades,

An important meeting of the two organisations, at the central level, was held in a cordial atmosphere on August 23-24, 2001 to stop mutual clashes between the CPI (ML) People’s War and the MCC (Maoist Communist Center) which have been going on for many years.

During this meeting, held at the central level, the representatives of both the sides adopted a sincere attitude of criticism and self-criticism and expressed their heart-felt desire to stop mutual clashes at any cost.

It is very unfortunate that the aspect of unity between both of our organisations was relegated to a secondary position and the friendly contradiction was transformed into an antagonistic contradiction. The central leaderships of both the parties pledge to bring the unity aspect to the first position and retransform the antagonistic contradiction into a friendly contradiction.

In January 2000 the MCC, and in March 2000 the People’s War, had separately announced the cessation of clashes and both the organisations remained committed to those announcements and will remain committed to them in future. But in spite of this truth many sad events have occurred at the lower levels between the two organisations. Both the organisations have stated their serious concern over these events and expressed their sorrow.

For example, the MCC made a self-criticism and expressed its sorrow over the death of a People’s War activist, Com. Ganauri, who was killed in Vishrampur in August 2000, three sympathisers of the People’s War who were killed in village Khainia, PS-Bhagwanganj (Patna) on 13.8.2001and at the killing of five and the amputation of the hands of two other supporters of the People’s War in village Pallva, (Palaamu).

While, on behalf of the People’s War and on behalf of the rural sympathisers of the PW, it made a self-criticism and expressed sorrow at the killing of an active sympathiser of the MCC, Com. America Singh Kharbar of village Rajdaria-Vishrampur (Palaamu) on 26.10.2000, of Com.Toofani Ganjhu alias Roopdev, an area committee member of the MCC, who was killed in village Kumandi Tola Badkadih, PS-Manika (Latehar) on 9.5.2001, and of two supporters of the MCC who were killed in village Badauli, Bhagwanganj (Patna) on 14.8.2001.

Both the organisations brought to the notice of the other some such events which were not known to them previously. Both the organisations committed themselves to investigate these events and to take firm steps concerning them. It also took the following decisions for the future:

(1) If any such event occurs from one side against the other in future, then the concerned organisation will primarilly have to express its sorrow within ten days through a press statement.

(2) The information concerning the event and the press statement will have to be forwarded to the nearest committee of the other organisation.

(3) The concerned leading committee of the side responsible for the event will have to immediately investigate it , point out the culprits and must take strong measures against them, and inform the other side of the measures thereby taken.

(4) Propaganda against each other through leaflets, articles, etc. shall be stopped without any delay. Instead, the democratic method of arranging a joint meeting/talks for the solution of the problem should be adopted.

(5) There will be no ban on leaflets and articles over differences that are based on political issues.

(6) Both the parties should organise joint meetings at the local level to take comprehensive measures to solve mutual differences and stop sad happenings that may occur in the future. In case they fail to solve matters at the local level they should forward the issues to the higher committees.

(7) Regarding events about which both sides have expressed their lack of knowledge, a joint team should be formed to investigate it. This joint team must include one Central Committee Member and one State Committee Member from both the organisations.

In the light of the above decisions the Central Committees of the MCC and the CPI (ML) People’s War appeals to the platoons, regular squads, people’s militias, to both the parties , mass organisations and the rank-and-file, and also to the the masses in general, that both sides should stop clashes forthwith and make strong efforts to reestablish friendly and brotherly relations.

When the enemy class has stepped up its barbaric ‘encirclement and repression’ campaign and its barbaric fascist attacks to the level of an offensive war against both the organisations and other revolutionary forces, the unity among the revolutionary forces has acquired greater significance and importance, more than ever. So, let us build a united plan for fighting against the enemy to defeat his nefarious designs of destroying the revolutionary struggle and the people’s war.

Let us grasp Marxism-Leninism-Maoism more thoroughly, shoulder the task of uniting all the true Maoist forces, and along with these, advance all the tasks of the Indian revolution, and play a proper role in developing the ongoing people’s war in South Asia to advance the world revolution.
